NOTE-WORTHY - Cable cooperatives

This is not a formal response to Friday's editorial (February 22) but to share some of my own observations. Jamaica needs a modern policy with respect to cable. The industry was never properly established and most of the operators are undercapitalised and lack technical know-how.
