The same customer base

AS I observed the demeanour of the gaming executive before the Taxation Committee, I wondered whether other Jamaicans recognize that the Finance Minister and the gaming executives share the same customer base.
The gaming executives' customers comply voluntarily, to the extent of their ability to pay and fully aware that they are taking a gamble on an instant payout.
The Finance Minister's customers on the other hand, comply reluctantly if at all, comply regardless of their ability to pay (at least where GCT is concerned) and are totally uncertain of when they will receive a payout and what the size thereof will be.
Indeed, Mr. Hoo and Mr. Davies probably have much to learn from each other about customer behaviour and transferring wealth from the poor to the rich, even if they operate different business models.
