How wide is 'zero tolerance'?

The Editor, Sir:

Mayor Desmond McKenzie has declared 'zero tolerance' regarding a number of issues affecting the lives of the residents of the Corporate Area. I cannot recall, however, if the position relates to real estate developers building without the necessary 'approvals' issued by the Kingston and St Andrew Corporation (KSAC).

There are a number of residential developments which have been or are being constructed in the Barbican area. It is understood that a number of the legal and regulatory requirements have been ignored. These include: The restrictive covenants not having been amended through the courts and the number of habitable rooms being surpassed without the concomitant sewage system being in place.

These are not small backyard projects. They are on the main streets of the Barbican area. The questions to be answered are: Has the KSAC's building department given 'building approval' for these projects to be built? If not, where is the supervision by KSAC? Is 'zero tolerance' only applicable to certain activities in the capital city? Over to you, Mr Mayor.
