Lecturer in the Department of Government at the University of the West Indies, Dickie Crawford, believes the Bruce Golding administration must send clear signals in the Throne Speech and the Estimates of Expenditure.
"The Throne Speech must address the problem of crime and violence and the related problem of the management of the police force," Crawford told The Gleaner yesterday.
He said the allocation of money to the Ministry of National Security must reflect the Government's commitment to tackling the crime problem.
Crawford is also keeping a close watch on the Government's allocation to the Ministry of Education.
"Education is in a major crisis at all levels. There can be no cutback on spending in any area," he argued.
He is also looking for a clear energy policy from the administration, and details of its plan to assist Jamaicans who are struggling to deal with rising food prices.
Management consultant Robert Wynter wants the Government to give a clear signal that it understands the need to restructure the public sector.
He argued that the public sector is overstaffed and needs deep cuts in some areas while increasing the numbers in others.
"We need more nurses, teachers and security forces while cutting numbers in places like the National Housing Trust," Wynter said.
