The Editor, Sir:The pictures and the words do not look good after motorists were forced to battle rising waves as they travelled to and from the Norman Manley Airport over the last couple days.
Jamaica does recognise the strategic impact of this roadway to the national economy; but at this time does not have the capital nor the expertise to undertake a project to fix this problem once and for all.
So here is my 'outside the box' suggestion. Some of the best roads in some parts of Jamaica, Manchester and St Ann, for example, were built by the bauxite companies. So here is my proposal.
Funding and resources
The Government invites the bauxite companies to the table, place on the table a menu of multi-year tax incentives/concessions/write-offs to the companies. They, in turn, provide the funding and resources to build a permanent, sustainable highway to the airport.
Of course, here comes the clincher: the government institutes a multi-year, one-way toll to the airport and Port Royal.
How about giving a new twist to 'creative financing'? We are very good at that as a nation.
I am, etc.,
