The constitutional process for appointing and dismissing members of the Jamaica Constabulary Force (JCF) is vested solely in the office of the Police Service Commission (PSC). An advertisement placed in The Gleaner in search of a Commissioner of Police did not spell out the qualities, skills or attributes of the kind of person that the PSC is seeking.
There are those who are in favour of an outsider - based on the notion that the force has gotten corrupted and an outsider would do a better job of ridding the force of such members. As a former member of the JCF, I am not in a position to elaborate on the structure of the JCF, but it will take more than an honest and respected outsider or insider to rid the force of corruption. It should take the serving members along with their superiors and the help of the public in general. In an organisation as the JCF - high official should watch over high officials, and higher official watches over those officials. A Commissioner must stand as an example to the force - an icon of hope and an individual with good leadership qualities.
