Build a polytechnic university serving the parishes St. Thomas, Portland, St. Mary and St. Ann, specialising in small entertainment machinery design and construction, hill and mountain sports administration and design, tour design and administration, games and sports administration and design, furniture design and construction, gallery and museum management, bar and club management, beach and park design and management.

Construct a minimum of 1,000 new hotel rooms a year for the next five years.

Bring into being at least six 'accounting and bookkeeping' free zones in Kingston and St. Andrew within the next five years.

Bring into being at least five cribs (cradles) and coffin-kit construction free zones within the next five years.

Establish a minimum of 10 'walled, all full-service retirement villages' for expatriates within the next five years.

Establish at least three 'homes for the terminally ill and the bed-ridden' for expatriates within the next three years.

Remove import duty and export taxes on products made of precious metals and stones.

Remove import duty and export taxes on items of art and gallery supplies.

Flour intended to be used for commercial baking use must have at least five per cent local input.
