Merge JDF with JCF

THE EDITOR, Sir:

THE TIME has come for the Government to seriously consider merging the Jamaica Defence Force with the Jamaica Constabulary Force to fight crime more effectively. This would significantly increase the ratio of police to population base.

After the merger, I am recommending that we create 14 police units, representing the 13 Parish Councils plus one state police force. Each mayor would be in charge of his own police force. There would be competition among the mayors for crime control in their locality. With a decentralised security force, the residents of each parish would have a vested interest in supporting their local police. One provision is that we should amend the relevant laws in order for the citizens to vote directly for their mayors as in the case of the Portmore Municipality.

The time has come for us to make some revolutionary changes.
