THE OLIVER Clarke-chaired Parliamentary Salaries Review Committee has recommended the construction of a new Parliament building. The committee report mentioned that the facilities that are available in Parliament are totally unacceptable and it is impossible to believe that the legislature of the country can conceivably operate in such atrocious facilities.
Behavioural scientists have long believed that man's performance is affected by his environment and one proof of this is the dramatic change in the attitude and efficiency of the employees at the new Inland Revenue office in May Pen.
If fact, since moving to the new offices, it is not so painful these days to pay my taxes. In fact I am beginning to like it. The employees are friendly and helpful and the service is good.
I am therefore agreeing with the Committee to provide a better environment for our Parliament. However, since the Government is experiencing a cash flow problem at this time, thought must be given to relocating Parliament to an existing facility that is under-utilised. One such facility is the Jamaica Conference Centre. I believe with a small capital expenditure, this facility could be converted to a state-of-the-art parliament building.
