Noisy Kingston 20

ONE COULD easily agree that there may be a degree of "loudness" about every culture. What seems different about our culture, however, is that this "loudness" is lacking in control and is much more relevant to specific communities.
Kingston 20 seems to have become the noisiest area of St. Andrew. You could easily at any time (up to 7:00 am on any day) be forced to listen to a multiple of music sets, especially those that play in the vicinity of Molynes Road/Fairdene Avenue (opposite Queensbor-ough), Maverley Avenue; and (at the squatter stalls) near the Shorton Avenue/Molynes Road and Ken Hill Drive/Molynes Road intersections, and of course the spillover from Red Hills Road and others.
Is the Noise Abatement Act still relevant? If it is, why can't the police assist? How can these people be playing sound systems throughout the night and the police not hear? Worst of all, these premises do not seem to be licenced business places.
The police, I am sure, understand there is a relationship between this indiscipline and crime and perhaps the Commis-sioner of Police should properly emphasise the enforcement of this law in each police division (perhaps a Special Operations Group).
